Data Governance Structure

The Chancellor’s Executive Leadership Team provides oversight of the Data Governance Committee's activities. This group will sign off on policy, support appropriate cultural and behavioral change, and allocate appropriate resources to committee activities. This group will receive periodic updates on the committee's performance in supporting institutional priorities according to its resources.

This team is entrusted with guiding and supervising all facets of data governance at North Carolina Central University. With a key emphasis on upholding data integrity, security, and usability, the core team establishes well-defined foundational guidelines and procedures to effectively structure the governing of the lifecycle of data assets. Our main goals include:

• formulating comprehensive data governance requirements,
• evaluating potential vendors to conduct assessments,
• creating program roadmaps,
• assisting in customizing the roadmap and implementation timeline with the council and data stewards, and
• selecting a customized enterprise solution that caters to NCCU’s campus-wide data governance requirements.

This team serves as the glue for data governance at NCCU.

The purpose of this team is to oversee the work of a network of data stewards around the institution consistent with University’s data governance framework/roadmap. This team will: 

• Create task forces to implement projects that it determines are a priority and that require deeper consideration, 
• Establish a structured and collaborative approach to effectively manage NCCU’s data assets, and 
• Ensure alignment with institutional policies, information security best practices, and risk management principles by developing, recommending, and periodically reviewing policies, standards, principles, and guidelines on data governance.

The purpose of this committee is to:  

• oversee and manage the quality, integrity, and responsible use of data within the institution, 
• ensure that data is managed responsibly, securely, and in alignment with data governance policies/procedures, institutional goals, and regulations,  
• maintain data control in data governance and master data management daily within their functional areas, 
• manage data access controls and security measures for data in their functional areas, 
• enforce data privacy rules and practices, particularly when handling sensitive data related to students, faculty, and staff. They ensure compliance with data protection regulations (e.g., FERPA, HIPAA) 
• maintain comprehensive documentation for the data within their functional areas. This documentation includes metadata, data dictionaries, and data lineage, making it easier for users to understand and use the data effectively, 
• manage requests for data within their functional areas, ensuring that data is provided to authorized users in a timely and appropriate manner, 
• provide support and guidance to data users, 
• define data retention policies and procedures within their domains, including the archival or disposal of data when it is no longer needed. 
• promote data literacy and awareness within their domains by offering training sessions and resources to staff, faculty, and students, 
• oversee changes to data structures, data models, or data-related processes within their functional areas, 
• regularly audit and monitor the quality of data within their domains, addressing any data-related issues or discrepancies that may arise. 
• and serve as liaisons between their respective departments or units and the Data Governance Council 

The role of software stewards at NCCU is to carefully oversee software resources, emphasizing fiscal responsibility by closely examining purchases. Software stewards will prioritize reliability, security, and compliance with standards and regulations. The mission of this group is to protect NCCU's software ecosystem by providing diligent oversight, proactive maintenance, and comprehensive asset management practices. Through these efforts, we aim to promote optimal utilization and maximize the value of our software investments.
