IT Governance

The Information Technology Services (ITS) Division at North Carolina Central University (NCCU) has an institutional IT governance framework. This framework is designed to ensure responsiveness and transparency, as well as the effective and efficient use of information technology that serves the diverse IT needs of various units across campus while also considering the overall needs and resources of the University. It is important to note that this framework does not grant authority for strategic and operational decision-making in divisions outside of ITS. Instead, IT Governance serves as a supportive and complementary structure that is guided by and exists to support the strategic and operational decisions made in other divisions, all of which contribute to advancing the mission of NCCU.

Below are the governance groups that assist in this process:

The ITS Senior Leadership Team is comprised of the CIO's direct reports, who convene weekly to address a range of matters. These meetings are a platform for tackling issues, establishing direction and priorities, evaluating change requests, and reviewing ongoing projects. Under the guidance of the CIO, this team effectively addresses vital concerns and aligns priorities, ensuring the smooth functioning of the ITS department.

Data governance is an integral part of NCCU and ITS' commitment and plays a pivotal role in supporting the university's teaching, research, and service missions. This campus-wide initiative ensures effective data and software management and provides a platform to cultivate a collaborative and inclusive data culture where everyone's contribution is valued.

The Enterprise Systems Council (ESC) plays a crucial role in supporting the Information Technology Services (ITS) department by assisting in the determination of scheduled maintenance windows and planning major upgrades for Banner and its associated software. These coordinated efforts are essential for ensuring uninterrupted and high-quality service to the campus community. By carefully planning and scheduling maintenance and upgrades, the ESC helps minimize disruptions and downtime, allowing for a smooth and efficient operation of the enterprise systems that are vital for the university's daily operations. This committee makes recommendations to the CIO. This council meets monthly.

The Information Technology Security Council (ITSC) advises the CIO and primarily aims to offer guidance to the university on information security matters in alignment with the institution's mission, goals, and responsibilities. The council seeks to achieve this objective through various objectives, including formulating, reviewing, and recommending information security standards and procedures for publication. Furthermore, the ITSC assesses the sufficiency of information security controls and coordinates their implementation. The council also plays a vital role in promoting information security education, training, and awareness throughout the university. Additionally, through continuous education efforts, the ITSC ensures that the team and staff stay informed about ongoing legal, regulatory, and compliance changes, as well as industry news and trends. This council meets quarterly.

The purpose and mission of the IT Project Steering Committee is to provide strategic oversight, priority, and guidance for all IT projects. This includes ensuring projects align with organizational goals, managing risks, resolving issues, and facilitating effective communication among stakeholders to achieve project milestones and deliverables efficiently. The committee consists of decision-making individuals from all divisions around campus. This committee meets monthly.

The Research Technology Advisory Council is composed of research faculty across diverse disciplines, offering valuable guidance and counsel on foundational research cyberinfrastructure and specialized capabilities. With strategic oversight, the council drives the improvement and application of research technology services and support, ensuring their alignment with the strategic goals of NCCU. By gathering, reviewing, and evaluating information and proposals, the committee plays a pivotal role in making recommendations to the CIO, shaping the future of research technology at NCCU. This council meets quarterly.

The Student IT Advisory Council (SITAC) plays a crucial role in advising the chief information officer on the technological needs and services specific to NCCU students. Comprised of representatives from diverse student backgrounds, the council convenes twice per semester to provide valuable insights and recommendations for improving campus technology and ensuring a seamless user experience. Additionally, students actively contribute their perspectives on technology outreach events and initiatives, further enriching the council's discussions and shaping the future of technology at NCCU. This council meets four times a year.
